2014/2015 California State Budget Deal Includes Funding for Standards Implementation, Science Assessment, and Science Framework Development

The 2014/2015 California State Budget passed by the legislature and signed by Governor Brown includes $400.5 million that the legislature intends for use on Common Core, NGSS, and ELD implementation (including PD for teachers, instructional materials, and technology supports). However, the use of these funds for this purpose is not mandatory. In addition to this funding, $4 million is being allocated for NGSS assessment, $493,000 in one-time Federal Title III funds are appropriated for the purpose of linking English language development (ELD) standards with academic content standards for mathematics and science, and finally $270,000 is appropriated to the Instructional Quality Commission (IQC) to review and revise, as necessary, the history-social science framework and develop a revised curriculum framework and evaluation criteria for instructional materials in science based on NGSS.

Broadband Connectivity Upgrades – $26.7 Million

The budget appropriates $26.7 million to support network connectivity grants and the completion of a statewide report of connectivity infrastructure. The first priority will go to local education agencies that are unable to administer computer-based assessments at school sites and will experience the greatest benefit in terms of the number of students able to be assessed at the school site as a result of the grant. The budget calls for the submission of a report that will include a statewide assessment of existing network connectivity infrastructure, all network connectivity and infrastructure options, and a detailed estimate of the costs associated with infrastructure upgrades. The report is required to be completed by the K-12 High Speed Network and submitted to the Legislature and Department of Finance by March 1, 2015.

CSTA truly values it members, not just as conference goers but also as voices representing the many facets of California science education. Without your voices CSTA would not be able to speak to issues both in this publication and in state policy meetings. Currently the Legislative Outreach Committee has a few more openings for those of you who would like to help speak up about issues that your role allows you to represent. Legislative Oversight Committee (LOC) members serve in some unique ways:

  • brief phone or online meetings when necessary
  • email is used to gather input on topics as needed for quick insight from the field to better inform CSTA members and our Executive Director when representing CSTA at public meetings
  • Members provide advice based on their expertise and with the interest of supporting CSTA’s mission to promote high quality science education.

Does this sound like the kind of committee you could volunteer to be part of? Please do – any member who is willing to give a few hours of their time is welcome. California Science Curriculum Framework Now Available

The pre-publication version of the new California Science Curriculum Framework is now available for download. This publication incorporates all the edits that were approved by the State Board of Education in November 2016 and was many months in the making. Our sincere thanks to the dozens of CSTA members were involved in its development. Our appreciation is also extended to the California Department of Education, the State Board of Education, the Instructional Quality Commission, and the Science Curriculum Framework and Evaluation Criteria Committee and their staff for their hard work and dedication to produce this document and for their commitment to the public input process. To the many writers and contributors to the Framework CSTA thanks you for your many hours of work to produce a world-class document.

If you would like to learn more about the Framework, consider participating in one of the Framework Launch events (a.k.a. Rollout #4) scheduled throughout 2017.

A Friend in CA Science Education Now at CSTA Region 1 Science Center

If you attended an NGSS Rollout phase 1-3 or CDE workshops at CSTA’s annual conference you may recall hearing from Chris Breazeale when he was working with the CDE. Chris has relocated professionally, with his passion for science education, and is now the Executive Director at the Explorit Science Center, a hands-on exploration museum featuring interactive STEM exhibits located at the beautiful Mace Ranch, 3141 5th St. in Davis, CA. Learning to Teach in 3D

Probably like you, NGSS has been at the forefront of many department meetings, lunch conversations, and solitary lesson planning sessions. Despite reading the original NRC Framework, the Ca Draft Frameworks, and many CSTA writings, I am still left with the question: “what does it actually mean for my classroom?”

I had an eye-opening experience that helped me with that question. It came out of a conversation that I had with a student teacher. It turns out that I’ve found the secret to learning how to teach with NGSS: I need to engage in dialogue about teaching with novice teachers. I’ve had the pleasure of teaching science in some capacity for 12 years. During that time pedagogy and student learning become sort of a “hidden curriculum.” It is difficult to plan a lesson for the hidden curriculum; the best way is to just have two or more professionals talk and see what emerges.
